STEAK SOUP 
1/2 c. butter
1 c. flour
2 qts. water (hot)
2 lbs. ground beef
1 c. onions, chopped
1 c. carrots, cubed
1 c. celery, sliced
1 (10 oz.) pkg. frozen mixed vegetables
1 (#303) can tomatoes (2 c.), diced
4 tbsp beef base paste
Pepper and salt to taste
Kitchen bouquet for color
If paste is not available, double liquid form

Melt butter in large pot. Blend in flour, add water. Saute meat in skillet; drain. Add to large pot of soup. Add vegetables, tomatoes, seasonings. Bring to boil, then simmer until vegetables are tender.
