SAUCE:

3 tbsp. oil
1/2 c. green pepper or green chili pepper
4 tbsp. flour
3 c. water
1/8 tsp. salt
1/8 tsp. oregano
1/4 c. mild taco sauce
1/4 tsp. chili powder

Combine and simmer. Prepare as you would haystacks.
