STUFF 
1/2 lb. very lean ground beef
1/2 c. chopped onion
8 oz. tomato sauce
1/4 tsp. salt
1/4 tsp. black pepper
1/8 tsp. cinnamon
1/8 tsp. allspice
1/8 tsp. nutmeg
8 oz. elbow macaroni
2 tbsp. grated Parmesan cheese
1 1/4 c. lowfat milk
2 tbsp. flour
3 drops liquid hot red pepper

1. Cook macaroni according to package directions.

2. Spray an 8 x 8 inch casserole dish with cooking spray such as Pam. Also spray a skillet. Brown meat and onion in the skillet. Pour off excess fat. Stir in tomato sauce, half of the salt, half of the pepper, all of the cinnamon, allspice and nutmeg into meat mixture. Next stir in the cooked macaroni and Parmesan cheese. Spoon into the casserole dish.

3. Stir the milk and flour into a medium saucepan until smooth. Bring to a boil. Lower heat and cook until mixture thickens, about 1 minute. Stir in liquid red pepper and the remaining salt and pepper. Pour the white sauce over the meat mixture in casserole dish.

4. Bake at 375 degrees for 25 minutes or until center is hot. Makes a delicious and tasty low-fat casserole!
