Line a 15 1/2 x 10 1/2 inch jelly roll pan with foil. Butter the foil. Place saltine crackers (salt side down) on foil. You will use about 1 sleeve of crackers.
In saucepan melt: 1 cup butter and 1 cup brown sugar (packed). Bring to a boil and boil for 3 minutes. Stir constantly. Mixture will become thick. Pour mixture over crackers and smooth evenly. Bake 350 degrees for 8 to 10 minutes (until mixture bubbles).
Remove from oven and immediately pour one package of (Hersheys) milk chocolate chips over the top. Let stand for about 5 minutes. Spread evenly over crackers. Cool completely in pan. Break into pieces and peel off foil. Store in tight container in refrigerator.
