3 c. flour
2 c. sugar
1/2 c. cocoa
2 tsp. baking soda
1 tsp. salt
2 tsp. vanilla
2 c. water
2/3 c. oil
2 tbsp. vinegar

Mix all ingredients together. Fill cupcakes 1/2 full. Drop 1 tablespoon filling on top. Bake at 350 degrees for 20 to 25 minutes.
