CHALUPAS CASSEROLE 
1 lb. ground beef
Flour
Chili powder
1 can tomato soup
1 can evaporated milk (lowfat or skimmed - okay)
1 lg. onion, chopped
Grated cheese, Cheddar or Jack
1 pkg. corn tortillas

Brown ground beef in skillet. While browning, sprinkle with 3 tablespoons flour and 1 to 3 tablespoons chili powder (depends no how hot you want it). Cover mixture with water, simmer, uncovered, for 30 minutes.

Add soup and milk (undiluted) and onion, mix well. Layer in rectangular casserole with corn tortillas torn into 4th or smaller pieces. Be sure tortilla pieces are not stuck together, and are covered with meat and sauce. Top with cheese.

Bake at 350 degrees for 30 minutes or until bubbly and lightly browned.
