SANDY'S AWESOME BROWNIES 
1 (14 oz.) pkg. candy caramels
1 (5 oz.) can evaporated milk
1 pkg. German chocolate cake mix
2/3 c. butter (melted)
1 (6 oz.) pkg. semi-sweet chocolate chips

Heat oven to 350 degrees. Heat caramels and 1/4 cup evaporated milk in microwave-safe bowl until melted (2-3 minutes), stirring occasionally until smooth. Mix cake mix (dry), melted butter, and remaining milk in separate bowl.

Spread 1/2 the dough in ungreased rectangular 13 x 9 x 2 pan. Bake 6 minutes; remove from oven. Sprinkle chocolate chips, then drizzle caramel over baked layer. Drop remaining dough by teaspoonfuls onto caramel mixture.

Bake 15-20 minutes longer. Cool, cut and refrigerate until firm.

If you don't have a microwave you could melt caramels in a saucepan on stove.

Since microwave ovens vary in power, you may need to adjust your cooking time.
