BEEF TOPS OVER RICE 
1 - 1 1/2 lbs. lean stew meat
1 sm. onion, chopped
1/2 to 1 sm. bell pepper
1 can tomato soup
1 tomato soup can water
Salt and pepper to taste
1 c. rice
2 c. water
1 tsp. salt

Spray large skillet with Pam. Cut meat up in small pieces and cook until lightly browned. When meat is nearly done, put in onion and bell peppers and saute lightly. Mix tomato soup and water until smooth. Pour over meat. Salt and pepper. Cook on medium to low heat until sauce thickens a little. Don't let it get too dry. Cook rice until fluffy. Serve meat over rice.
