3 c. flour
2 c. sugar
1 tsp. baking soda
1/2 c. cocoa

STEP #2:
2/3 c. oil
1 tbsp. vinegar
1 tbsp. vanilla

Combine Steps 1 and 2. Mix by hand until lumpy. Add 2 cups cold water; stir well. Bake at 350 degrees 45 minutes or until done.
