MANICOTTI 
1 lb. lean ground beef
1 c. onion, chopped
1/2 c. green pepper, chopped
2 (6 oz.) cans tomato paste
2 c. water
2 tsp. sugar
1 tsp. oregano
1 (8 oz.) pkg. manicotti shells
1 lb. creamed cottage cheese
2 c. grated Mozzarella cheese
1/4 c. Parmesan cheese
Salt & pepper to taste

Cook beef until browned. Add onion and green pepper and cook until tender. Drain off fat. Stir in tomato paste, 2 cups water, sugar, salt, oregano and pepper. Bring to a boil. Cover and simmer for 1 hour. Boil manicotti shells until just tender. Keep in cold water. Combine cheeses and fill drained shells. Pour in a thin layer of meat sauce in the bottom of a pan. Arrange shells side by side. Cover with sauce and sprinkle with Parmesan cheese. Bake 30 to 40 minutes at 350 degrees.
