CHOCOLATE FUDGE UPSIDE DOWN CAKE 
2 tbsp. butter
1/2 c. milk
2 tsp. baking powder
2 tbsp. cocoa
3/4 c. sugar
1 c. flour
1/4 tsp. salt

Cream butter and sugar. Stir in milk. Mix dry ingredients, then add to creamed mixture. Mix until smooth. Spread into buttered 9 x 9 inch pan.

TOPPING:

1/2 c. white sugar
1/2 c. brown sugar
1/3 c. cocoa

Mix. Sprinkle over batter. Pour 1 1/2 cups boiling water over the top. Bake at 350 degrees for 40 minutes.
