BAKING POWDER BISCUITS 
3 c. flour
1/4 c. instant nonfat dry milk powder
2 tbsp. baking powder
2 tbsp. sugar
1 tsp. salt
1 tsp. cream of tartar
1 c. shortening
3/4 to 1 c. buttermilk

Preheat oven to 400 degrees. In a large bowl, combine all dry ingredients. With a pastry blender, cut in shortening until mixture resembles coarse crumbs. Make a well in the center and pour in the buttermilk. With a fork, quickly and lightly combine ingredients.

Turn dough out onto well-floured board and knead 8 to 10 turns until smooth. Roll out to about 3/4 inch thick. Use a 2 1/2 inch biscuit cutter to cut the dough and prick each biscuit 3 times with a fork. Place 2 inches apart on greased cookie sheets and bake 13 to 15 minutes until golden brown.
