DECADENT CUPCAKES 
1 1/2 c. flour
1 c. sugar
1/4 c. cocoa
1 tsp. baking soda
1/2 tsp. salt
1 c. water
1/2 c. cooking oil
1 tsp. vinegar
1 tsp. vanilla

Mix together until smooth and runny.

FILLING:

1 (8 oz.) cream cheese
1 egg
1/3 c. sugar
1/8 tsp. salt
1 c. mini chocolate chips

Mix until smooth.

1 c. mini chocolate chips

Fill 1/2 cup cake with batter and 1 teaspoon filling. Use small party cup cake paper cups and pans.
