PICADILLO 
1 tbsp. oil
1/2 med. green pepper, cut up
1 med. onion, cut up
1 tbsp. garlic, minced
2 lbs. ground beef
1 c. Spanish green olives with pimentos (may cut in half lengthwise or left
whole)
1 c. raisins
16 oz. tomato sauce
2 c. water
1/4 c. capers (optional)

Saute pepper and onion in oil with garlic. Add beef and brown. Drain fat. Add tomato sauce, water, raisins, olives and capers. Simmer on medium low heat about 50 minutes until fluid cooks down. Stir occasionally. Serve over rice.
