1 c. water
1 c. flour
2 tbsp. butter
3 eggs

Gently knead the first 4 ingredients. Form small balls (like ping pong balls) and make a small hole in the center of each ball. Bake for 10-15 minutes at 300 degrees.

FILLING:

2 c. milk
2 eggs
2 tbsp. cornstarch
1 tbsp. vanilla

Boil milk with sugar. Dissolve cornstarch in small amount of water and add to milk. Cook for 5 minutes, stirring constantly. Add beaten egg yolks. Beat the egg whites until stiff and fold into the above mixture.

Fill cookies with this mixture. Place cookies on a grill and coat them with caramel made with 1/2 cup water, 1 cup sugar and 1/2 teaspoon cream of tartar boiled together until it makes a thread.
