CHOCOLATE CREAM CHEESE CUPCAKES 
1 1/2 c. flour
1 c. sugar
1/4 c. cocoa
1 tsp. baking soda
1 tsp. salt
1 c. water
1/3 c. oil
1 tsp. vanilla
1 tsp. vinegar

TOPPING:

1 (8 oz.) cream cheese
1 egg
1/3 c. sugar
1/8 tsp. salt

Mix all dry ingredients then add wet. Beat until smooth. Fill cake pan 1/2 full. Make topping by mixing ingredients with mixer until smooth and add heaping teaspoon to each cupcake. Then drop 6 to 8 chocolate chips on top of white center. Bake at 350 degrees for 20 to 25 minutes.
