HALLOWEEN COCOA COOKIES 
1 3/4 c. flour, sifted
3/4 c. (3 env.) hot cocoa mix
1/4 c. sugar
4 tsp. baking powder
1/2 tsp. salt
3 tbsp. butter
1 tsp. orange peel, grated
3/4 c. milk
Vanilla frosting, licorice, etc. (to decorate)

Combine dry ingredients. Work in butter using pastry blender. Stir in orange peel. Gradually add milk. Drop by scant 1/4 cup measure or 2 tablespoons - 2 inches apart on greased cookie sheets. Flatten dough to make a level surface (i.e. with a glass bottom).

Bake at 425 degrees for 10 to 12 minutes. Makes 12 big cookies. Cool upside down!

Frost with orange colored frosting. Make faces with brown frosting through star shaped pastry tube. Decorate with candy corn, licorice laces.
