RARE ROAST BEEF 
1 sirloin tip roast
1/2 c. flour
1/2 tsp. each salt & pepper
1/2 tsp. garlic powder
Meat Tenderizer

Sprinkle with tenderizer; rub well. Take flour, salt, pepper, garlic powder and mix. Cover meat, rubbing into meat on all sides. Spray skillet with Pam. Add 2 tablespoons oil. Brown over medium heat on all sides, add 1/2 cup water. Cover with foil. Bake 1 hour per pound at 200 degrees or longer if you don't like it rare.
