1 tbsp. sugar
1 tsp. onion powder
1/4 tsp. white pepper
1/2 c. butter
4 c. skim milk
2 beef bouillon cubes
2 tsp. salt
1/4 tsp. basil leaves
1 bay leaf
1/2 c. flour
Chopped parsley
