CHOW MEIN CASSEROLE 
1 1/2 lbs. lean ground beef
2 tbsp. oil
2 med. onions, chopped
1 c. celery, chopped
1/4 c. soy sauce
1 (10 oz.) can cream of mushroom soup
1 (10 oz.) can cream of chicken soup
1 1/2 c. water
1/2 c. raw rice
1/4 tsp. pepper

Brown the ground beef in the oil. Add remaining ingredients. Put all ingredients in greased casserole. Bake at 350 degrees for 45 minutes. Sprinkle chow mein noodles over all and bake another 15 minutes. (Optional: May serve the contents of the casserole OVER the chow mein noodles rather than sprinkling them on top.)
