PEPPER BISCUITS 
5 c. flour
2 tsp. baking powder
3 tsp. salt
2 tsp. fennel seeds
1 tsp. black pepper
1 1/2 c. cold water
1 c. oil

Mix first 5 ingredients together in bowl. Make a well and add water and oil; mix well by hand. Add more flour if needed. Shape into biscuits and bake on ungreased cookie sheets at 425 degrees for 30-35 minutes.
