PEPPER BISCUITS 
7 c. flour
1 c. oil
1 c. milk
1 c. hot water
2 to 3 tsp. salt
1 to 2 tbsp. pepper
2 tbsp. baking powder
3 tbsp. crushed fennel seeds
2 eggs, beaten

Mix dry ingredients well. Make a well and add wet ingredients, mix thoroughly with wooden spoon. Break off pieces of dough, roll out between hands, twist and pinch ends together. Place on greased cookie sheet. Brush with a mixture of beaten egg and a little milk. Bake at 375 degrees for 20-30 minutes.
