ENCHILADA SAUCE 
6 tbsp. flour
3 tbsp. oil
3 c. tomato sauce
5 1/4 c. water
2 1/2 tsp. salt
3 tbsp. chili powder
1 1/2 tsp. sugar
3/4 tsp. garlic
3 tsp. oregano

Brown oil and flour in large saucepan. Add remaining ingredients and cook slowly over low heat for 45 minutes.
