PEPPER BISCUITS 
4 c. flour
2 tsp. salt
2 1/2 tsp. pepper
1 1/2 tsp. baking powder
3/4 c. oil
1 c. ice water
2 or 3 tsp. fennel seeds

Mix all ingredients together and knead dough. Cover and let rise 10 minutes. Break off small pieces and shape into sticks or rounds. Brush tops with egg wash. Bake at 400 degrees 25 to 30 minutes.
