PUDDING FROSTING 
1 c. cold milk
3 1/2 c. (8 oz.) Cool Whip, thawed
Candy decorations (optional)
4 serving size pkg. instant pudding
24 plain cupcakes

Pour milk and pudding in bowl. Beat with wire whisk until well blended (about 2 minutes). Stir in Cool Whip very gently with rubber spatula until all mixture is all one color. Put about 1 spoonful of frosting on top of each cupcake. Spread with back of spoon. Sprinkle with candies. Put cupcake in refrigerator until served. Store leftovers in refrigerator.
