1 3/4 c. flour
1 tsp. baking soda
1/2 tsp. salt
1/2 c. sugar
1/2 c. brown sugar
1/2 c. shortening
1/2 c. peanut butter
1 egg
2 tbsp. milk
1 tsp. vanilla
48 chocolate Kisses

Combine all ingredients, except chocolate Kisses, in mixing bowl. Mix on lowest speed until dough forms. Shape dough into balls using a teaspoon for each. Roll balls in sugar. Place on ungreased cookie sheet.

Bake in 375°F oven for 10 to 12 minutes. Top each cookie with chocolate Kiss immediately. Press down firmly so cookie cracks around edges.
