Bake covered 20 minutes at 400 degrees.

4 c. (30 oz.) tater tots
1 lb. ground beef
1 pkg. (10 oz.) frozen chopped broccoli, thawed
1 can (2.8 oz.) Durkee French Fried Onions
1 can condensed cream of celery soup
1/3 c. milk
1 c. shredded Cheddar cheese
1/4 tsp. garlic powder
1/8 tsp. ground black pepper

Place tater tots on bottom and up sides of an 8x12 inch casserole dish. Bake uncovered 10 minutes at 400 degrees. Brown beef in large chunks, drain. Place beef, broccoli and 1/2 can Durkee French fried onions in cooked potato shell.

Combine soup, milk, 1/2 cup cheese and seasonings together, pour over beef mixture. Bake covered at 400 degrees for 20 minutes. Top with remaining cheese and dried onions. Bake uncovered 2 to 3 minutes longer.
