Heat the oven to 500 degrees. Pour about 1 cup of water into a roasting pan. Put the short ribs, fat side up, on a rack in the roasting pan and sprinkle them with salt and pepper. Roast 20 minutes. Reduce the oven temperature to 300 degrees and continue roasting until the short ribs are tender, about 2 hours 30 minutes longer. Work time: 10 minutes. Total Time: 3 hours.
