1 lg. pkg. macaroni
1 1/2 lbs. ground beef
1/2 sm. onion, chopped
1/2 tsp. chili powder
1 can tomato soup
1 can old fashioned vegetable soup
1/2 can water
Salt and pepper to taste
1 lb. Velveeta cheese

Cook macaroni and drain. Brown beef, onions; when beef has been drained after cooking add, chili powder, soups, water and salt, pepper. Let cook 10-15 minutes on low heat. Mix in macaroni.

Pour into greased 9 x 13 inch pan, divide cheese into 6 thick slices and place on noodle mixture. Bake at 350 degrees for 10 minutes uncovered. Cover and cook for another 20 minutes. Stir, and serve.
