Sugar waffle cones
Ice cream
Tubes of frosting, like orange & pink
Cake decorating candies, chocolate chips, etc.
M & M's, gummies, other sm. candies
Cupcake papers

Put a candy surprise in the bottom of each cone. Fill cone with very large scoop of ice cream. Stand upside down on cupcake papers. Using cake decorations make a face on the ice cream. Using frosting paint pom poms on the hat, make hair, a necktie or ruffle. Place in deep freeze until party time.
