1. Mix together dry cake mix, melted butter and 1/3 cup evaporated milk. Pour the mixture into greased 9"x13" pan. Bake at 350 degrees for 6 minutes. Remove cake from oven, sprinkle with chocolate morsels.
2. While cake is baking melt caramels in 1/4 cup evaporated milk over medium low heat.
3. Pour melted caramels over morsels and spread evenly with a spoon.
4. With remaining cake mix, pat small pieces with hands and cover entire top like a jigsaw puzzle.
5. Bake at 350 degrees for 15 minutes. Let brownies cool completely before cutting or removing from pan.
