Prepare sauce. Melt butter, add minced garlic. Simmer over very low heat for 3-5 minutes. Stir in hot sauce. Keep warm.
Wash and dry wings (thaw first, if frozen). Heat oil to 375°F. Add hot pepper and quartered onion to flavor the oil. Remove, using a slotted spoon, when browned.
Fry wings until crispy, turning once, about 3 or 4 minutes, depending on size of wings. Remove and drain on paper towels.
Add to saucepan with hot sauce mixture. Simmer on low heat for 5 minutes.
Serve accompanied with celery sticks cut into 4 inch lengths and filled with a mixture of half blue cheese and half cream cheese, with a pinch of celery seed (optional).
A bowl of the remaining hot sauce mixture can be provided to each guest for dipping.
