Sift together: 1/4 c. cocoa 2 tsp. baking powder 1 tsp. salt 3 c. flour

Add: 2 tsp. vinegar 2/3 c. oil 2 tsp. vanilla

Mix well and pour into greased pan.

To make filling combine: 1 egg, beaten 1/8 tsp. salt 1/3 c. sugar

Stir in 1 (6 ounce) package chocolate chips. Drop by spoonfuls over top of cake. Bake at 350 degrees for 25 minutes or until tests done.
