Preheat oven to 350 degrees. Spray a bundt pan with Pam.
Mix the cake according to package directions but eliminate the water. Mix in the sour cream. Pour half the batter into the pan. Sprinkle on the cinnamon/sugar. Then sprinkle on the chocolate chips and nuts. Cover with remaining batter.
Bake approximately one hour. Turn onto platter, finish cooling. Sprinkle with powdered sugar. Fill center with strawberries and finish garnishing with a ring of strawberries to surround cake.
