In large bowl, combine all dry ingredients and mix well. Flour each piece well with this mixture, making sure to pat off any excess flour. In a large frying pan, heat the oil until very hot. Fry chicken wings on each side until golden colored. Remove them to an oven-proof baking sheet. Bake at 400 degrees for 20 to 25 minutes or until wings are tender. Garnish with strips of bell pepper.
