Combine salt and pepper and flour. Roll pork chops in flour. Brown pork chops on both sides and drain.
To make a white sauce, melt butter and add flour and salt. Add milk gradually over medium heat until thick.
In a big pan (13 x 9 inch) layer potatoes, onion and pork chops. Cover with white sauce. Cook one hour at 350 degrees. Grate cheese on top. Brown for 2 to 3 minutes.
