Put whole Waverly wafers in bottom of 9 x 13 inch pan.
FILLING: Mix ingredients together in a saucepan and bring to a boil on medium heat. Boil 5 minutes until thickened. Stir constantly. Put 1/2 filling over crackers, then another layer of crackers, then rest of filling. Top with another layer of crackers. 1/2 c. butterscotch chips 2/3 c. peanut butter
Melt and spread over crackers. Put in refrigerator. Also, they freeze well.
