Preheat the oven to 300 degrees. Grease some cookie sheets very well. Heat the sweetened condensed milk and the chocolate together in a small pot over simmering water until the chocolate has melted. Remove from the heat and stir in the remaining ingredients. Arrange by teaspoonfuls on the cookie sheets and bake for about 15 minutes, taking care that the bottoms do not burn.
